中国江西网讯 记者彭津梁报道：赣州市南康区十八塘乡人大主席卓宇在该乡樟坊村被村民明经国用镰铲袭击身亡。3月19日，记者从南康区公安局刑侦大队获悉：据法医尸检鉴定，卓宇死亡前头部遭硬物多次击打致使头部粉碎性骨折，犯罪嫌疑人明经国因涉嫌故意杀人罪已被公安机关刑事拘留。
目击者：受害人在接电话时遭镰铲多次击打
3月19日中午，灰暗的天空下起了沥沥小雨，不时伴着阵阵春雷。在南康十八塘乡樟坊村，记者见到了事发当天的目击者之一李某某。提起事发当天的情形，李某某心有余悸。
李某某介绍，3月17日上午，乡人大主席卓宇同村干部一行四人在该村动员“空心房”拆除工作。9时许，卓宇等人到达犯罪嫌疑人明经国的老宅旁。在这个时候，正在打牌的明经国离开牌桌，手中提着一把镰铲与其小儿子明某龙赶到现场，看到自己的老屋旁停放着一台挖掘机，以为施工人员要马上拆除其老屋，于是情绪激动地大声责问道，“为什么今天要拆我的房子？里面都还放有杂物。”在场的卓宇和四名村干部随即对明经国做解释工作，建议他把里面的杂物清理，早点把“空心房”拆除。
上午10时许，还在与明经国沟通的卓宇恰好要接个电话。突然，明经国趁卓宇接电话时，抡起手中的镰铲向卓宇头上砸去。
“当时完全没有预兆，我们顿时就慌了，在旁的村干部上前想把明经国拉住，想把他手中的镰铲抢掉，但他挥舞手中的镰铲，不让村干部靠前，随后又抡起镰铲往卓宇头上砸了几下。”李某某说。
李某某介绍说，当时现场比较慌乱，有的村干部去夺明经国手中的镰铲，有的拨打120急救电话，并向乡里汇报情况，明经国在此时趁乱逃离了现场。约20分钟，120急救人员来到现场，将身受重伤躺在沙堆上的卓宇送往医院救治。卓宇在送往南康区人民医院抢救后，于当天下午2时许抢救无效死亡。
案发现场：犯罪嫌疑人的老屋当天并未拆除
在案发现场，记者看到一座未被拆除的土坯房，屋旁一处沙堆正是卓宇当日遭袭后所躺之处。
据当地村主任介绍，这个未被拆除的房屋曾是明经国的厨房，已长年没有使用，平时只是用来堆放些柴火等杂物。记者在现场看到，距明经国此间老屋约15米处有一座较新的红砖房，是明经国2013年5月建成的房子，是其日常居住的地方。

与明经国老屋相邻，已被拆除的两间土砖结构的老旧房一间是村民明某炳的猪圈，另一间是明某福的猪圈。明某炳告诉记者，3月16日，他接到堂弟电话通知说村里准备拆除他的猪圈，由于他在外地生活工作，平时较少回家，接到通知后当即同意拆除这间猪圈。
记者随后电话联系另一间猪圈的所有人明某福，显示电话为关机状态。

警方行动：案发后24小时内将犯罪嫌疑人抓捕归案
3月18日，记者在微信公众号“南康发布”所发布的信息了解到，犯罪嫌疑人明经国于3月18日上午11时许被当地警方抓捕归案。
南康区公安局刑侦大队相关负责人向记者介绍，明经国用镰铲袭击卓宇后，迅速逃离了现场。随即，赣州市、南康区两级公安机关迅速成立了200余人的抓捕小组，展开围捕工作。3月18日上午，抓捕小组搜索至该村一处陡峭的山林时，锁定了明经国的踪迹。经过一天一夜逃离的犯罪嫌疑人明经国发现了正在前来围捕的公安人员，自知插翅难飞的明经国随即捡起地上的石头，往自己头上猛砸进行自残。抓捕小组随即将其抓获，并在下山后迅速将受伤的明经国送往卫生院进行包扎救治，然后送到南康区人民医院进行头部CT检查，确认伤情没有大碍后，于3月18日22时许以涉嫌故意杀人罪对其进行刑事拘留。

惨剧背后：一名中年干部的凋落，两个家庭的伤痛
记者3月19日赴南康区十八塘乡政府采访，据卓宇生前的同事介绍，卓宇1970年10月生于南康区横寨乡黄田村，1994年8月以来先后在镜坝镇、朱坊乡工作，2011年至2016年6月在十八塘乡任党委委员、副乡长，2016年7月起任该乡人大主席。同事介绍，卓宇扎根基层乡镇工作23年，是一名平凡的“老乡镇”，但他对农村工作样样精通。卓宇的妻子今年47岁，下岗后，在当地一所私立学校做临时工；儿子今年19岁，高三年级在读学生，卓宇的父亲、母亲年近80岁高龄，居住在横寨乡黄田村，因体弱多病，需常年服药。
犯罪嫌疑人明经国出生于1955年，现年62岁，育有二子。据该村村民朱某介绍，其平时脾气较暴躁，以前曾与其发生过纠纷，明经国曾扬言要砍她。而谈及当天发生的事件，部分村民则选择闭口不言，表示不了解其中原因。

记者在当地国土资源局官方网站上公布的一份《赣州市农村“空心房”整治实施方案》中了解到，为节约集约利用土地资源，进一步改善农村人居环境，加速农村全面小康进程，当地政府从2016年起，利用三年时间，对农村“空心房”进行全面整治。《土地管理法》第六十二条规定：农村村民一户只能拥有一处宅基地，其宅基地的面积不得超过省、自治区、直辖市规定的标准。
南康区十八塘乡干部向记者介绍，当地认定“空心房”的标准主要有三点：一是根据《土地管理法》农村村民一户一宅的原则；二是该房屋是否长期闲置；三是是否存在安全隐患。该名乡干部介绍，符合以上原则的村民“空心房”被拆除后，宅基地的使用权仍归村民所有，可以复耕也可种菜等其他用途，但不允许在原基础上建房。
