中国国家发展改革委员会日前透露，首都地区环线高速公路通州至大兴段可行性研究报告已经获得批复。这意味着俗称为北京“大七环”的首都环线高速公路距离全线贯通成环又近了一步。
中国国家发展改革委员会介绍，路线起自通州区西集镇赵庄村北侧冀京界，接已建成的首都地区环线国家高速公路河北香河段，经永乐店、漷县、于家务、采育等，止于大兴区采育镇韩营村南侧京冀界，接已建成的首都地区环线国家高速公路河北廊坊段，全长37.94公里。全线采用双向六车道高速公路标准建设，设计速度120公里/小时。
据了解，该项目采用PPP模式，项目估算总投资约121.8亿元，其中国家安排中央专项建设基金29.61亿元，北京市政府安排财政性资金约30.45亿元，北京首都环线高速公路有限公司安排自有资金约31.67亿元，共计约91.73亿元作为项目资本金，约占总投资的75.3%。
中国国家发展改革委员会表示，首都地区环线高速公路建设有利于贯彻落实京津冀协同发展战略，完善国家和区域高速公路网，改善区域交通条件，促进北京市东部经济发展。
据介绍，首都地区环线高速公路，线路全长940公里，途经河北省张家口、涿州、廊坊、承德，以及北京市大兴区、通州区和平谷区等地，由密涿高速、张涿高速、张承高速、承平高速组成。由于其位于北京六环以外，并形成环形，因此也被人们俗称为北京“大七环”。
专家表示，首都环线高速公路的建设一方面将北京，以及承德、廊坊、固安、张家口、崇礼等节点城市一一串联起来，对推进京津冀一体化进程有着巨大助推作用。另一方面，能够使得北京的过境交通尤其是货运交通转移至外围地区，对缓解首都交通压力和改善空气质量都有着积极作用。而且，北京新机场建成后，这条环线高速的一部分将成为沟通新老机场的陆路干线，成为两座机场间最便捷的走廊。
