　　《东亚日报》称，中国精密机械进出口公司最近同中东某国就销售FD-2000防空系统签署了协议，“这是中国第3次对外出口FD-2000系统，前两次的买家是中亚的乌兹别克斯坦和土库曼斯坦”。报道称，FD-2000是中国研制的“红旗-9”反导系统的出口型号，被称为“中国版爱国者”。继成功推销“红旗-9”之后，中国制造的雷达系统、空中预警系统以及战斗机向中东出口的可能性大增。

　　韩媒抱怨称，中国一边反对美韩部署“萨德”反导系统，对韩国实施全方位经济报复，一边却对外出口“中国版爱国者”系统进行反导，未免是“只许州官放火不许百姓点灯”。

　　但一名中国专家对此表示，中国向中东出口“红旗-9”和韩国引入“萨德”系统是风马牛不相及的两回事，韩媒对中国的抱怨和指责毫无道理。

　　该专家表示，“萨德”和“红旗-9”是完全不同的两类武器。前者是美国导弹防御系统的组成部分，专司末端反导功能，打击目标是高速来袭的弹道导弹，尤其是“萨德”系统配置的X波段雷达，探测范围远超朝鲜半岛，远达亚洲内陆，直接损害中国的战略安全利益；而“红旗-9”主要针对飞机和巡航导弹，同时具备一定的反导能力，与美制“爱国者”、俄制S-300同属战术防空反导武器。中国出口“红旗-9”防空系统只是正常的军贸行为，不会影响到相关国家的战略安全，这和部署“萨德”性质不同，两者不能相提并论。

　　该专家反问说，韩国应该好好回忆一下，“此前韩国引进‘爱国者-2’‘爱国者-3’反导系统时，中国可曾反对过？”中国外交部、中国国防部发言人在公开声明中已经讲得非常清楚，中国之所以坚决反对美韩在朝鲜半岛部署“萨德”系统，是因为此举超出韩国自身的安全需要、危害别国的战略安全。韩国口口声声称部署“萨德”是为防御朝鲜，实际效果却是帮助美国架设远程雷达窥视中国，相当于把美国的战略反导体系前移到中国家门口。在韩部署“萨德”反导系统严重损害了包括中国和俄罗斯在内的周边国家的战略安全利益，也打破了地区战略平衡。
