新京报快讯（记者王硕）清明假期即将结束，京津冀重污染过程仍在持续。截至目前，环保部7个机动督查组持续在北京、天津、石家庄、唐山、保定、邢台和安阳市开展专项督查。4日上午，由环保部副部长赵英民带队的巡查组来到天津，走进天津北辰区占地约600亩的“垃圾村”。督查组发现，垃圾村内化工废料堆积如小山，上千个黑色的塑料袋还有黄色的浓稠原料渗出。此外，还有一些小作坊违规生产。
4月1日上午环保部约谈的京津冀晋7区市县中，天津北辰区是其中两个区之一，北辰区区长吕毅进京接受环保部约谈。据了解，天津北辰区被约谈的重要原因之一，是北辰区今年以来大气环境质量恶化明显，截至3月26日全区PM2.5浓度较2016年同期上升36.5%，浓度均值为天津市各区县最高。

巡视组走进这个占地约600亩的“垃圾村”，发现路两旁堆的有如小山般高的化工废料，上千个黑色的塑料袋还有黄色的浓稠原料渗出，塑料袋内不时有蚊虫飞出。再往里面走，有一家生产外墙保温板的小作坊内正在生产。生产设备由废弃的车体拼接组装而成，简陋设备发出刺鼻的气味，让人根本无法接近炉体。
