长江下游12.5米深水航道初步具备通航条件(图)

  中新网武汉4月8日电  (徐金波 隋业辉 何战胜)记者8日从长江航务部门获悉,经过近2年综合整治建设,长江下游南通至南京12.5米深水航道即将进入验收阶段,目前初步具备了一定的通航条件,5万吨级海轮可直达南京港。
  据介绍,长江目前是世界上货运量最大、运输最繁忙的通航河流。近年来,随着国家“一带一路”、建设长江经济带等战略相继实施,作为中国水运主通道和沿江地区综合运输体系主骨架的长江干线航道建设受到国家高度重视。
  根据“十二五”期长江黄金水道建设总体推进方案,长江南京以下按照“整体规划、分期实施、自下而上、先通后畅”的治理思路,分期实施12.5米深水航道建设。其中,一期工程2012年8月开工建设,2014年7月竣工投产,实现太仓至南通河段航道水深达到12.5米的建设目标。

  2015年6月,全长约227公里的二期工程正式开工,经过近2年的综合整治建设,通过对长江南通至南京碍航河段实施关键控制工程或航道治理工程,并结合疏浚维护等措施,初步实现南京以下12.5米深水航道的建设目标,目前工程已经进入收尾阶段。
  “航道建设区域靠近主航道,安全管理挑战大;水流既深且急,施工难度大,精度难以控制;建设施工形式多样,工程量大,但施工时间有限(汛期停工)等”,8日,在长江仪征水道世业洲项目标段,中交二航局长江深水航道二期工程项目经理张培生说,该标段处在二期工程的最上游,水深流急,存在着系列的建设施工难题。

  仅仅世业洲项目标段,其工程整治建筑物包括洲头潜堤、洲头潜堤南北侧丁坝、右缘丁坝、左汊护底带以及护岸等组成。工程需要铺设软体排134.6万平方米,抛石156.4万立方米,袋装砂17.88万立方米,基床整平1595平方米,梯形空心构件预制及安装319件。
  为早日建成12.5米深水航道,促进沿江经济发展,中交二航局项目建设者充分发挥科技的力量,通过科研开发、技术创新攻克了系列难题。项目总工姚平介绍,针对施工区域水深流急,江水浑浊,工况条件差,施工控制难度大,传统施工方法难以保证工程施工质量。项目部引进了新型的声呐实时检测技术,并应用了3900型旁扫声呐和多波束测深仪,将水下隐蔽施工做到可视化和可控化。
  基床整平是工程建设的关键工序,直接决定项目整体进度的实现和构件安装的质量。本工程整平水深达18米,流速大,无法采用人工整平工艺,传统的整平船存在造价高、建造时间长或不满足现场工况条件等问题,均不适合本工程整平作业。项目部及专家多方论证,大胆尝试将长臂挖机和3000吨驳船结合起来,利用国内装备制造和测量控制的先进技术,成功开发了基于北斗导航系统的水下抛石基床自动化整平系统。该整平系统将挖机由人工操作变为自动化操作,解决了人工操作水下整平精度无法保证的难题,且整平工效比人工整平大幅提高,为国内首创等等。
  为了在项目建设过程中保护长江生态,中交二航局项目部成立环保领导小组,与具有船舶油污回收资质的单位签订油污水处理服务协议,每个星期定期收集船舶垃圾、废油废水;与设计单位开展生态丁坝研究,在丁坝设置了生态型丁坝,在保证原有整治效果的基础上,将传统抛石坝改成多孔型空心构件,制造人工鱼巢,改善水中生物的生存环境;为应对施工船舶溢油的风险,项目部定期开展防溢油环保应急演练,现场配备了应急船只。工程开工至今,现场环境保护良好,未发生任何环保事故及环保投诉事件。

  3月31日,随着最后一船石料抛填完成,中交二航局工程标段建设全部完工,至此比原定计划提前了9个月完成任务。
  长江航务管理局相关负责人表示,长江南京以下12.5米深水航道建设工程是落实国家“一带一路”战略要求、建设长江经济带、打造长江黄金水道的重点项目,是中国内河水运投资规模最大、技术最复杂的国家重大工程。工程涉及长江河段全长约280公里,通过对长江6个河势不稳定的水道进行整治,实现长江口航道与南京以下深水航道无缝对接,5万吨级海轮可直达南京港,10万吨级及以上海轮也可乘潮减载抵达。
  根据测算,长江南京以下12.5米深水航道初通后,将发挥显著经济社会效益。沿江港口吞吐量平均每年可递增约1.3亿吨,直接降低沿江企业物流成本23亿元。每年可节约海运油耗21.6万吨,相应减少碳排放量约65万吨。同时还可提高深水岸线资源的利用率,进一步发挥长江水运的运能大、污染小、成本低、占地少等优势。
