向13人借贷近1000万元
4月8日，榆林市民吴某、卢某、马某等人向华商报反映称，2011年至2014年期间，榆林市公安局交警支队一大队副大队长李延林和妻子马尚月（曾在榆林市榆阳公路管理段工作，已退休）共向他们13人借贷近1000万元，约定月利息为2分。至今李延林、马尚月尚未向他们偿还本金及利息。他们多次催要，但李延林夫妇总以各种理由搪塞，甚至通过离婚、转移财产等手段，规避还款责任。如今，李延林夫妇拒绝接听债权人电话，玩起“失踪”。
据了解，在13名债主中，吴某是李延林的朋友。2011年9月，李延林以周转资金为由向吴某借贷115万元，随后又在三年间先后7次向吴某借钱，本金总计490万元。其他12名债主是马尚月在榆阳公路管理段的同事，借贷集中在2013年和2014年。
债权人出示的借贷凭据显示，被欠款最多的卢某借出78万元，被欠款最少的李某借出10万元，借贷金额总计达到470万元。借贷条上，贷款人签名为李延林，担保人为马尚月。债主卢某称，当年他是把房子抵押出去借钱给李延林，现在每月还要还5000多元借款。债主们坦言，当年李延林夫妇集资投资房地产、酒店、煤矿，借钱出去都是想吃点利息，但没想到现在连本金都拿不回来。

打赢了官司却拿不回来钱
2016年2月，吴某以民间借贷纠纷将李延林夫妇诉至法院。2016年5月，榆阳区法院公审此案。李延林未到庭答辩，也未向法庭提交证据。马尚月辩称，李延林与吴某之间的借款自己不清楚，也没在条据中签字，自己和李延林多年来一直感情不和，并于2015年2月份离婚。吴某应向李延林主张借款。
法院审理认为：吴某与李延林之间的借款事实清楚，债权债务关系明确，应当认定双方存在有效的民间借贷关系。判决由被告李延林、马尚月共同偿还原告吴某八笔借款本金共计490万元；并支付利息379000元。李延林和马尚月提起上诉，二审维持原判。
据了解，吴某尽管赢了官司，却难以执行，钱拿不回来。其他12名债主觉得起诉也没用，就一直私下催债，也没结果。
据传还欠部分交警数百万元
今年3月20日，榆林中院公开曝光“第九批失信被执行人名单”，李延林、马尚月夫妇名列其中，执行标的为527.9万元。
4月8日下午，榆林市交警支队纪检部门负责人表示，由于上了“老赖”榜，李延林在3月底已被免去榆林市交警支队一大队副大队长职务，“公职人员禁止经商，李延林明显违反了这一规定”。
据知情人介绍，已知的近1000万元欠款只是李延林夫妇债务的一部分，李延林目前还欠榆林交警支队一大队部分民警数百万元欠款。这一说法得到一大队内部人士确认。 华商报记者杨宁
