“这名37岁的处级干部（袁卫华）虽然职级不高，但违纪行为却非常严重和恶劣”，片中称，袁卫华曾经是家乡的高考状元，北京大学法学院高材生，大学毕业后直接考入中央纪委机关工作，曾经参与查办过慕绥新、马向东、武长顺等大案要案，也曾经立功受奖。
不过，从2004年开始，袁卫华故意泄露案情，不止一次用工作秘密拿来做交易，给其父的工程队揽项目。交易对象包括内蒙古自治区乌海市委原书记侯凤岐，还有天津市委原代理书记、市长黄兴国。
侯凤岐在片中透露，“中纪委找我谈话，我也心里没底，不知道谈什么问题，所以我给他（袁卫华）打电话，他当时也跟我说，说是没啥，就是在调查某案过程中，有一个情节需要你证明，我从内心是表示感谢吧，那我们水利上有工程，就给他引荐”。

北京法院审判信息网公布的判决书显示， 华运房地产开发有限公司董事长黄保国就是牵扯到袁卫华的案子中。
判决书称：北京市二中院一审查明，2008年至2012年间，黄保国请托袁卫华（另案处理），承揽吉林亚泰（集团）股份有限公司安达水泥厂、长春市103中学工程，为此多次给予袁卫华钱款共计618万元。
为此，北京市二中院认为黄保国犯行贿罪，一审判处其5年有期徒刑。
黄保国不服，认为一审量刑过重，他最后一次送给袁卫华的100万元，是袁索贿，而非他行贿，提出上诉。
北京市高院认为，黄保国为承揽工程项目请托袁卫华，袁卫华利用职务上的便利为黄保国谋取竞争优势，使黄保国顺利中标安达水泥厂和长春市103中学项目，其获得的是“不正当利益”，不符合刑法第三百八十九条第三款“因被勒索给予国家工作人员以财物，没有获得不正当利益的，不是行贿”的规定，故该笔100万元仍属于行贿款，应计入行贿数额。
故北京市高院二审作出维持原判的判决。
发现，就在袁卫华2015年被调查后，有媒体曾发表关于黄保国如何重视诚信的宣传稿件。
文中显示，黄保国跟袁卫华的父亲曾经是同行，也是小包工队的包工头，“上世纪90年代我当小包工头的时候，有一个老板欠我3万多元，过年前答应给我钱，我等了一天，等到深夜他也没出现。那天，吉林市下大雪下了一尺多厚，我摸黑骑着自行车往家赶，妻子孩子还等着钱过年，但只能让他们失望了，我走了一道哭了一道，到现在也刻骨铭心”，黄保国说。
