  [环球网军事4月13日报道 环球时报记者 马俊]在高空的飞机或飞驰的高铁上,想要保持手机通信畅通并非易事。不过中国12日发射的实践十三号通信卫星,将有望解决这个问题。当然,这颗当前中国最先进的通信卫星作用还远不止于此,它的通信总容量超过之前中国研制的所有通信卫星容量的总和,将拉开中国卫星通信的高通量时代。


  4月12日19时04分,实践十三号通信卫星在西昌卫星发射中心由长征三号乙运载火箭成功发射。该卫星工程总师刘方告诉《环球时报》记者,通信卫星是为实现信息传输的卫星,日常生活中各种电视直播和在边远地区使用的卫星电话,都得依赖通信广播卫星。不过相比以往的通信广播卫星,实践十三号又有了很大不同——它首次搭载Ka频段通信载荷,通信总容量达20G,超过之前中国研制的所有通信卫星容量总和。


  实践十三号带来的空前通信容量有什么作用呢?刘方介绍说,它的在轨寿命长达15年,能覆盖中国除西北、东北的大部分陆地和近海百公里以上海域。目前中国部分山区、沙漠、草原、海洋等地方,信息传递仍然存在盲区,受中国东西部经济发展不均衡以及地理条件的限制,部分地区的宽带接入设施远远落后与其他地区。实践十三号卫星可以为这些地区的用户提供优良的宽带服务。


  此外,利用通信卫星覆盖,人们随时随地流畅上网将不再是梦。据统计,中国平均每天的飞机乘客超过120万人次,平均每天的铁路客运量达到760万人次,但飞机机舱内无法上网,高铁列车上手机信号时断时续,游轮驶离港口后变成信息孤岛。这些问题是由于地面移动网络无法实现全面覆盖,或即使能覆盖、但跨越不同区域导致切换过于频繁,难以为高速交通工具提供服务。而实践十三号卫星采用天地一体化设计理念,通过“多波束无缝切换”技术,乘客只要随身带着转接器,就可以把卫星信号变为随身WiFi,随时随地上网。


  实践十三号卫星还有更重要的用武之地,每当发生地震、水灾、海啸等突发事件时,一旦地面固定和移动通信业务发生损毁或瘫痪,就无法与外界取得联系,不能及时、快速、准确地传递灾情信息。实践十三号卫星的用户终端天线尺寸小,非常便于携带,受灾民众配备这种用户终端后,可以随时与卫星建立语音、数据和视频的传输,把途中或灾区的情况第一时间传递出去,为开展救援提供通信保障。


  中国通信卫星的研制始于上世纪70年代,目前已发展了四代通信卫星。中国已形成固定通信广播、移动通信、数据中继等卫星通信技术服务体系,在轨民(商)通信卫星16颗,转发器总数量达273个,构建了北京、香港、喀什三地互联互通、互为备份的卫星测控和业务监测网络,建成了连接南亚、非洲、欧洲和美洲的卫星电信港,基本形成了全球化的卫星通信服务能力。


  2015年,新一代大容量通信卫星平台——东方红五号项目也已上马,它的主要性能指标超过目前现役的国际主流卫星平台。此外,《国家民用空间基础设施中长期发展规划(2015-2025)》已由中国国务院批准实施,按照规划安排,“十四五”期间,中国将新增建设22颗通信广播卫星,其中全新研制的通信卫星有5颗,包括L移动多媒体广播卫星、大容量宽带通信卫星等。
