　　2017年4月15日，在海南省海口市2017年“4·15”全民国家安全教育日宣传教育活动暨“维护国家安全　共筑钢铁长城”宣传教育展活动现场，国家安全机关公开了几起侦破的海南间谍案，从中不难看出间谍活动其实离我们并不遥远。

　　“2015年5月份以来，海南省国家安全机关积极创新实践，率先开通全省统一安全举报电话96111，制作发布中国首部宣传动漫，在中国率先将国家安全教育纳入全省18所高校教学体系，组织编写中国第一部针对大学生的国家安全课教案。”海南省国家安全厅有关负责人表示，同时，首次在高校举办知识竞赛并连续两次在电视台公开录播等，打造“全方位、广角度、立体式、全覆盖”的宣传教育网络体系，探索国家安全宣传教育的“海南模式”。

　　发生在身边的“谍战片”

　　王某大学毕业后，来到三亚发展，在三亚一家环境科技公司工作。

　　2014年10月，王某在一招聘网站发帖寻求兼职，很快就有人给他发来招聘信息，对方自称是“海军某装备杂志社”人员，要招观测员，观测报送三亚军港舰船进出情况。

　　开始，王某担心这份工作有危险，对方声称收集这些情况只用于舰船研究，如接受这一工作，除薪酬外公司还将支付观测点的租金。王某经不住诱惑，接受了这份工作，并按对方的要求，在军港附近租房，购置望远镜，对军港进行观测，先后多次用对方规定的暗语，将各类军舰和工程船只进出军港的情况，通过手机发给对方。

　　2015年，王某从国家安全宣传教育活动中，意识到自己的行为危及国家安全，悬崖勒马主动向国家安全机关自首，如实交代不法事实。鉴于王某主动投案、彻底交代问题，认罪态度端正，真心改过，犯罪情节较轻，司法部门依据反间谍法相关规定，对其免于处罚。

　　海南省行政机关工作人员席世国，1996年被境外间谍机关人员用吃喝玩乐和金钱拉下水后，利用工作之便，多次窃取中国秘密文件资料，提供给境外间谍机关人员。1997年，此案被国家安全机关侦破。1998年，席世国因构成向境外非法提供国家秘密罪，受到法律严惩。

　　泄密往往只在“一瞬间”

　　记者在采访中了解到，一些人认为国家安全距离自己“十万八千里”，做出事不关己的姿态；还有一些人对自己的保密意识很有自信，认为自己时刻都可以做到“守口如瓶”。然而，事实上，泄密只在一瞬间，必须随时提高警惕。

　　许多看似普通的行为，都隐藏着间谍的玄机。那么，境外间谍组织策反，一般都有哪些“套路”呢？

　　通过近年来国家安全机关公布的间谍案件，记者梳理发现，一般有四大“隐藏攻击伎俩”。

　　首先是拍摄照片。如果有人以杂志、报纸约稿等名义，找你拍摄敏感照片，并许诺重金，那就要小心了，你可能已经进入间谍策反的名单。

　　二是请教问题。一些在国防、部队等机构工作的人员，更容易成为间谍瞄准的对象，间谍分子通常打着请教问题的名义，套取军事情报。

　　三是网络兼职。在很多网上兼职背后，也藏着间谍的身影。尤其是一些在校大学生、中学生在网上求职或网聊过程中，被境外间谍盯上。最初给对方提供信息时，这些被盯上的在校学生并不知情，但有部分人在觉察对方身份后，仍因贪利而持续配合，直至被逮住。

　　据了解，在境外间谍组织通过网络策反在校学生的案例中，境外间谍情报机关主要以积极兑现酬金的形式吸引和黏住学生，兼以要挟等手段，但不见面。涉案学生多数是个体行为。在较为恶劣的案例中，境外间谍会诱导、建议学生发展自己的同学参与其中。　

　　四是打情感牌。除了经济利益的套路，不少人则是被情感牌拉下水，出于友谊或者感恩，死心塌地为境外间谍刺探军事情报。

　　“原以为间谍犯罪活动离我们很遥远，没想到包括那些中学生、大学生在内，看上去很平常的人，稍不小心就会落入敌对分子设下的圈套，沦为间谍，或被境外谍报人员所利用，做出危害国家安全的事情。”在看完海口市“维护国家安全　共筑钢铁长城”宣传教育展之后，海南工商职业学院汽车工程学院学生赵善贤深有感触地说，这次宣传活动让他懂得间谍犯罪活动离自己并不遥远，平时要多长一个心眼。

　　国家安全宣教“海南模式”

　　“国家安全机关因反间谍工作需要，按照国家有关规定，可以优先使用或者依法征用机关、团体、企业事业组织和个人的什么？”

　　2016年4月9日，海南首次举办国家安全知识竞赛，这也是中国首次在高校大学生中举办国家安全知识竞赛并在电视台公开录播，进行高校国家安全法治宣传教育。

　　“关于国家安全教育进校园活动，我们首先是从高校开始的。”该负责人表示。2015年7月29日，海南省国家安全厅与省教育厅共同研商在中国率先开展国家安全教育“进大学”工作，双方决定自当年秋季新学年开始，在全省18所高校正式启动该项工作。还组织国内有关大学编写了4个课时的国家安全教育教案，弥补当前高校国家安全教育中的短板。

　　其实，早在2015年6月22日，海南省率先开通了统一的省内安全举报电话0898-96111和国家安全统一举报电话12339，由专人负责24小时接听，并配有传真和录音设备，建立全天候的反间防谍举报呼叫平台，让人民群众方便快捷地联系国家安全机关，拓展工作渠道。

　　“随着科技进步和时代发展，新媒体已经成为人们接受信息的主要方式。”该负责人说，他们利用新媒体具有覆盖面广、传播便捷、受众率高、便于随时接收的特点，推出中国首部国家安全宣传动漫视频《慧眼识破你身边的间谍陷阱》，并通过视频网站以及天涯社区等综合网站广为发布。

　　针对海南省涉军领域敌情突出的特点，海南省国家安全部门不断延伸国家安全教育触角，切实维护军事秘密安全，实现国家安全宣传教育“进军营”的常态化、机制化和长效化。

　　据统计，自海南开展国家安全宣传教育活动以来，经各种方式接受教育的人数超过上亿人次，进一步提高了全民国家安全意识，筑牢国家安全人民防线。
