　　白河是南阳境内一条主要的河流，从南阳市卧龙区的石桥镇与方城县的博望镇之间穿过。多年来，隔河相望的两岸群众主要依靠当地村民修建的数座简易的漫水桥往来，并且还要向建桥方缴纳数额不等的“过桥费”。而与之形成鲜明对比的是，一座已经建成两年多的现代化大桥却禁止通行——迟迟不投入使用。

　　4月11日，记者来到方城县博望镇一座跨白河的小桥，桥头有三位老人正在守候，一位老人拉起细绳将车辆拦住。他们说，轿车过桥收费五元。

　　攀谈中，老人告诉记者，这桥是他们村十二户村民为了方便过往车辆自筹资金修建的，“我们花了十几万元，总得要有个收益吧。”按照他们的收费标准，汽车过往一次收五元，摩托车收两元，行人和自行车收一元。如果是经常过往的车辆，还可以打包办理“年卡”，年费是500元。

　　一位老人说，他在这里收“过桥费”快20年了。方城县这边的几个村庄，由于离博望镇较远，村民一般都去河对岸的卧龙区石桥镇办事儿。在没修桥时，主要靠渡船过河，但随着白河水位的降低，大型渡船行不通了，村民才集资修了这座简易桥。

　　记者看到，这座简易的漫水桥桥面只有三四米宽，仅容一辆汽车单向通行，桥面距离水面一米左右，没有任何防护措施。“去年夏天白河涨水，把原来的漫水桥冲毁了一段，又花了四万多块钱，修了修。”

　　采访时，过往的车辆行人不断，他们中的很多人，都向老人缴纳了数额不等的“过桥费”。有村民告诉记者，如果不从这座桥上通过，就要绕道多走几十里路，交几块钱也算划算。

　　不仅这一座桥收费，附近还有几个类似的简易桥，统统收费。记者顺着河边行驶，果然又见到一座漫水桥，这里是一位女性村民把守在桥头，她手里拉着一根拦在桥头的绳子，正向过往的车辆收费。

　　令人不解的是，就在距前一座漫水桥几百米的地方，有一座现代化的桥梁横跨白河两岸，但是禁止通行。当地村民说，这座大桥是政府投资4000多万元建的，可能是由于工程款不到位，有些什么纠纷，尽管在两年前就修好了，可到现在还被施工方封堵着，一直没有启用，不让通过。

　　记者随即来到这座大桥上，只见桥面已经铺装完毕，路面有十多米宽，两旁的护栏和路灯都已经安装完毕，与此前的简易小桥有着天壤之别。桥口被水泥墩封堵，上写“禁止通行”四个大字。

　　然后，记者又来到该大桥工程的业主方方城县交通局采访，该局办公室一位负责人说，该项目为X013线大桥——博望白河大桥，也是南阳市交通公路骨架网规划中的重要控制性工程。之所以现在不让通行，主要是由于在建设过程中发生了一些经济纠纷，目前纠纷已经进入了诉讼程序。他们也希望大桥早日交工，尽快通行。
