  跟普通铁路相比,高铁更便捷,更舒适、更美观,越来越多的人选择坐上高铁去旅行,感受沿途亮丽的风景。不过最近,央视《焦点访谈》记者调查发现,中国不少地方的高铁沿线垃圾遍地,私搭乱建成风,可谓大煞风景。

  京沪高铁沿线 破铜烂铁堆积成山 绵延数里


  4月10日,记者登上从北京前往上海的高铁列车,从北京南站出发,一路上可以透过车窗看到高铁两侧的村庄和麦田。


  列车继续向南行驶,半小时之后,当列车广播提示快到天津南站的时候,往窗外望去,也有一大片不那么好看的地方。不见了春天的绿色,紧邻高铁线路的,都是一堆堆破铜烂铁和建筑垃圾。

  堆积成山的建筑材料、建筑垃圾和大量的废旧金属、报废汽车混在一起连成一片,跟周边的环境显得极不协调。通过航拍观察,京沪高铁天津这一段,这种景象少说也有两三公里。

  走近了实地一看,有回收水果包装箱的小作坊,有打包回收废铁的作坊,有的院子里存放着建筑材料,还有的院子里是堆积成山的建筑垃圾。

  据当地居民透露,这一大片都是天津农垦宏达有限公司的地,宏达公司的前身一家名叫工农联盟农场的国有农场。2008年前后,开始动工修建京沪高铁时,征用了农场一部分土地,2011年京沪高铁建成通车以后这片地上就堆积了各种废品,建起了围墙,慢慢地形成了这样的局面。

  上百亩土地竟被社会人员强占数年 谁都管不了?


  记者从商户那了解到,他们的经营基本上都是以家庭为单位,没有正规合法的手续,搭建的临时彩钢板房也没获得许可,属于违章建筑。令人奇怪的是,农场怎么会把土地租给他们,看到这样的违法的情形又怎么不管呢?


  宏达公司说这些地并不是他们出租给这些商户的,他们也没有获得过任何收益,这些地都是由一个社会人员租给商户的。那么这个社会人员是谁,跟农场又有什么关系呢?


  天津农垦宏达公司党委书记 谭永志:


  08年高铁征地之后,有个别无业人员也乘着高铁建设混乱的状态,自己私搭建筑物来做经营,没有给公司打招呼,也没有任何协议,自己非法强占。

  就这样,一片上百亩属于国家所有的土地,竟然被社会人员强占,并从中获益。那么,作为这片土地的管理者,宏达公司又是什么态度呢?


  天津农垦宏达公司党委书记 谭永志:


  实际上这项工作农场一直在做,但是效果不太好。前几年我们成立了执法综合巡逻队督促拆迁。(效果不好的)客观原因是我们执法能力不够,也有主观问题,我们的工作人员有可能怕得罪人,不担当,不作为。


  记者了解到,之所以会出现执法难的问题,还跟国有农场的特殊体制有很大的关系。工农联盟农场是建国初期建立的,农场土地归国家所有,所在区域的社会服务管理职能也是由农垦部门管理。

  国有农场体制比较特殊,它虽然设立了对土地管理的队伍,但是这支队伍并无法取得正式的执法人员的资格证。区和所在街镇的执法队员虽然有执法资格,但是无权进入工农联盟农场所有的土地上去执法。


  就这样,农场管不了,地方不去管,高铁沿线的这片地方成了一块顽疾,据宏达公司党委书记描述,六七年来,他们一直在做工作,但从现场看来,这六七年的工作似乎并没什么效果。

  联合执法搞绿化 还高铁一条风景线


  在京沪高铁天津段沿线,环境脏乱的地方并不止宏达公司这一处。在它南边不远处,记者看到,还有这样一片区域,环境也不美观。这里又是什么情况呢?

  天津市西青区张家窝镇张家窝村民委员会副主任 王文祥:


  再早是鱼池,开建高铁时用于混凝土搅拌,高铁修成后又还给村里。但是闲置也是没有用,为了创造一点收入,包给大伙了,(结果变得)又脏又乱。


  跟农场不同的是,在这里,记者看到,很多工程机械和渣土车辆正忙着拆除围墙,清理现场。


  据当地政府介绍,他们之所以这么做,是因为高铁沿线的脏乱差现象引起了天津市有关部门的高度重视。今年3月初,天津市开始着手对高速铁路公路两侧的环境进行提升改造,根据当地的部署,首先要拆除高铁沿线的违章建筑,还要把场地里堆放的垃圾无主物逐步清除。为了杜绝拆过清过之后,违章建筑卷土重来,他们想了一个办法,那就是通过扩大绿化面积来挤压违章建筑的空间。

  在宏达公司的这片地方,六七年都拆除不了,现在为了配合天津市对于高速铁路公路两侧环境整治工作,他们也开始想办法和周边街道一起拆违治乱, 解决执法能力的不足。


  4月11日,在这家废铁回收场的门口,记者发现了这样一张通告,上面写着:未经许可搭建房屋和堆放集装箱活动房和其他物品的行为违反了相关法律规定,要求在4月18号17点前自行拆除清除。从通告的下方的落款可以看出,这则通告上面盖了张家窝镇综合执法大队和天津农垦宏达有限公司两个公章。

  在宏达公司联合张家窝镇综合执法大队发出限期拆除的整改通告以后,收废品的小商户也在想方设法在把地方腾出来。


  像这样私搭乱建,垃圾成堆的现象,在很多高铁沿线都不同程度存在。

  近年来,中国的高铁飞速发展,目前,中国高铁运营里程已超过2万公里,这也是世界上最长的高速铁路网,成为一张闻名全球的“中国名片”。我们绝对不能重硬件建设、轻软件管理,对于沿线的管理,也迫切需要提速、提质。
