这些钱去哪儿了？
“我的孩子申报贫困生补助，却始终没有拿到补助，而且该校的其他符合申报补助的学生，同样没有拿到补助。”2015年初，江苏省灌云县纪委接到群众举报。
陡沟中学是灌云县一所普通农村中学，现有初、高中40个班，在校生2000人左右，其中每年被列入帮扶救济的贫困学生200名左右。2008年，江苏省出台《关于印发江苏省义务教育阶段学校家庭经济困难寄宿生生活补助经费管理办法》，2012年，该省又出台了《江苏省义务教育学习家庭经济困难学生生活补助经费管理办法（暂行）》明文规定：对孤残学生、单亲家庭的学生及城乡低保家庭的学生等家庭经济困难的学生给予生活补助，初中生每生每年1250元（每天5元，每年按250天计）。
依据《办法》，陡沟中学每学年将申领到15万元左右的贫困生助学金。贫困生却没有拿到一分钱补助金。调查人员查阅陡沟中学相关年度的财务报表中，也没有这15万元的丝毫痕迹，这些钱去哪里了呢？
学校藏有小金库
“于校长，上次上报的贫困生补助金到了，怎么办？”2012年，该校原分管财务副校长张永敏向刚刚上任的校长于宝军报告说。
“直接发给学生吧。”于宝军不假思索的答复。

于宝军沉默不语。他深知贫困生助学金是国家对家庭贫困学生给予的救济款，不发就是违纪违法，可是，要发放就坏了“潜规则”。于是，他思索再三后叫来分管后勤的会计胡方兵，让胡方兵按之前的方式处置。
“大约是2012年的年初，有一天，于宝军叫我到他办公室去，我到了以后，他的办公桌上放了一个大袋子，袋子里装了一大堆银行卡，当时他让我把这些卡收起来。我问他这是什么卡，他对我说是助学金卡，学校暂时比较困难，没有钱用，抽时间把钱取出来。我当时把卡收下了。过几天于宝军找我，说要带我一起去银行。到了银行后，他就找到银行相关工作人员，让他们以学校的名义统一解卡。这样的话，每次提钱时，只要用银行提供的初始密码就可以了。后来，每当于宝军参加活动或者出差时，他都会把我带上，以便于为他的消费‘买单’。他抽的烟都是‘中华’等高档香烟，喝的酒都是市面上的好酒，价值几百至上千不等，一桌饭一般不低于一千，还经常带我到中国各地著名景点浏览，阔绰得像个‘大老板’。直到2014年7月，这些钱在于宝军调离陡沟中学前全被用完了。”该校分管后勤会计胡方兵交代。
一查到底不手软
“接到群众举报线索后，我们立即抽调相关人员兵分三路进行调查取证。一路前往陡沟中学查阅相关账目，进而对账目上涉及到的学生名单进行走访核实；另一路赴县教育局相关部门调取陡沟中学贫困生助学金发放凭证；最后一路赶往银行查看陡沟中学相关财务收支情况。”该县纪委相关负责人如是说，“根据近一个月的调查汇总情况看，我们已经初步掌握了陡沟中学挪用贫困生助学金的相关证据。经请示，我们对于宝军、张永敏、胡方兵等人立案审查。”
经查，2012年至2014年间，陡沟中学原校长于宝军利用职务之便，伙同分管财务副校长张永敏，违规安排学校后勤会计胡方兵截留学校贫困生助学金共计47万余元，用于学校的招待费和差旅费。其中，招待费用共计32万余元、出差旅游费用共计14.8万元。三人均受到开除党籍处分，于宝军和张永敏依法被移送司法机关处理，前任校长的问题也正在调查之中。
“家庭贫困的孩子上学机会来之不易，作为一校之长，我经常在教职工会议上要求老师要一切为了学生，而我却把原本属于贫困学生的助学金用于公款旅游、吃喝，挥霍一空，造成部分贫困生因此辍学，这不仅有可能毁了学生的前程，也毁了自己的前程。更重要的是让一所学校原本风清气正的教育教学环境遭到毁灭性的破坏。”于宝军在接受纪律审查时忏悔道。（本报记者 袁海涛 通讯员 丁静和 田刚）
