于集乡是山东省德州市陵城区一个名不见经传的小乡镇，1.8万人口，3.95万亩耕地，经济发展水平低。可就在这个人均年收入不足万元的穷乡镇，却出现了一位“千万元”级别的贪官。他就是于集乡原党委书记、乡长刘传银。任职10年，他利用职权侵吞各类公款823万余元，另有1082万余元财产不能说明合法来源。近日，经检察机关提起公诉，山东省德州市陵城区法院以贪污罪、巨额财产来源不明罪，数罪并罚，依法判处刘传银有期徒刑十六年，并处罚金200万元。刘传银当庭服判。
盯上财政拨款，10年侵吞800余万
刘传银出生在一个普通的农民家庭，师范学校毕业后从事过文教职工、县政府办公室秘书、乡党委副书记等职务。2005年至2015年3月间，担任陵城区（时为陵县）于集乡党委书记、乡长。
在刘传银任职于集乡“一把手”的10年里，为促进农村经济发展，上级政府没少给于集乡的企业下拨扶持款，而这些款项却成了刘传银眼中的“肥肉”。他要么伙同他人或自己直接从上级拨款中截留一部分；要么将扶持款先发给企业，再想方设法从企业要回来。
被刘传银装进个人腰包的不仅仅是企业扶持款，其他各种补偿款、一事一议款等，也都难逃他的手掌心。借他人承包工程虚列开支，甚至伪造工程，凡能想到的由头，刘传银都用上，为的就是将公款据为己有。
据检察机关查明，刘传银在担任于集乡党委书记、乡长期间，共非法侵吞公款823万余元，同时，扣除其合法收入后，有1082万余元不能说明合法来源。
拉财政所长下水，用尽手段疯狂敛财
作为乡镇“一把手”的刘传银，即便想贪污公款，操作起来也并不容易。他之所以能够得逞，不得不“归功”于时任于集乡财政所所长的李世英（犯贪污罪被判处有期徒刑五年）。
一次，刘传银和李世英出差，途经德州一处中高档小区楼盘时，刘传银提议买房，两人一人一套。回到于集乡没多久，刘传银就以“房子要交定金”为由，让李世英以企业扶持资金的名义，虚开单据，骗取单位公款10余万元。李世英原本不同意，但碍于刘传银是自己的上级领导，加之被刘传银威逼利诱，李世英犹豫再三，最终选择了妥协。就这样，李世英被彻底“拉下水”，刘传银的“贪途”也就此走顺。
据办案检察官介绍，刘传银平时独断专行，哪怕有反对的声音，他也从不放在心上。对有些伪造的合同、报告，乡其他领导提出了反对意见，认为不符合常理，不予签字，刘传银就会生气地强迫他们签字。这些文件都是刘传银巧立名目、套取公款的重要工具。
身边人可以搞定，可企业没有收到国家财政拨款，万一引起怀疑怎么办？这个问题刘传银早有对策。他会让企业开假收据，或者从企业拿盖了章的空白收据自己填写内容，甚至伪造企业印章自己开收据……就这样，在于集乡，大权在握的刘传银疯狂上演着捞钱剧目。
贪污钱款留给女儿，买的豪宅从没住过
2015年4月，检察机关收到了举报刘传银涉嫌贪污的线索材料。这份材料的信息十分有限，虽然举报人列出了很多账户，但所有的交易都混在一起，要想在茫茫交易中具体找出哪一笔是贪污款项，难度非常大。与此同时，刘传银的表现也给办案检察官浇了一盆冷水：整整6天，刘传银一言不发。
最终，在办案检察官的缜密侦查下，8家银行、几十本存折、近十年的收支数据被一一厘清。透过这些数据，刘传银的犯罪证据也清晰地浮现出来，刘传银的心理防线彻底瓦解。
据刘传银交代，贪污这些钱是打算留给女儿，想给女儿创造一个好的物质环境。直到案发，这些钱大部分没有动，最大的一笔开支就是在德州市的一处中高档小区买了一套180多平米的房子，并进行了豪华装修。可直到案发，刘传银一天也没有在豪宅里享受过。
