据了解，废水处理站在处理工业废水的过程中，会产生数量较大的污泥，这些污泥中不单单含有废水中的化学成分，还含有在处理废水时所添加药剂的相关化学成分，属于危险废物。根据相关规定，对于这些工业污泥必须送往有资质的企业单位进行无害化处理，防止造成二次污染。处置企业一般是根据污泥性质进行收费，每吨几百元至几千元不等。
回用水厂承接了来自梅山钢铁厂的所有污水
4月16日早晨9点半左右，扬子晚报记者来到了位于南京市骆家圩25号路的梅山钢铁厂能源环保部回用水厂。只见一辆车牌号为苏AG4299的大货车正停放在污泥脱水间门口，车上已经装载了满满的污泥。
记者从工作人员处解到，这处污水处理厂主要负责处理梅山地区工业企业废水以及部分生活污水，这辆渣土车上的污泥，便是在污水处理厂处理废水时的二次产物。梅山钢铁厂能源环保部回用水厂一名工作人员告诉记者，梅山钢铁厂生产中的所有废水都要倒在这处回用水厂。“这里面包含的范围太广了。”这名工作人称，生活的，还有工业的，全部排过来。
随后，记者来到车间内部，只见车间顶部有一处类似漏斗的装置，污泥在这处装置的上方贮存，并进行脱水压榨，然后从这里装入运输车辆。污泥脱水间工作人员称，该车间一天出两次污泥，有的时候晚上还要再出一次。“这污泥污染大了，还有硫酸呢。”一名工作人员称，这些污泥没有任何二次利用价值。
接下来，记者来到隔壁一栋厂房，从门前的标识上看这一处是“加药间”。记者发现在墙面上贴着大量警示标识，有“当心腐蚀、灼伤”，还有“当心中毒”等字样。工作人员告诉记者，这里主要是处理工业废水，现在厂区里的生活污水也在这里处理。
从车间的工人口中可以得知，这些污泥污染极大。记者查询了相关规定，按照中国环保部“关于污（废）水处理设施产生污泥危险特性鉴别有关意见的函”中写道：“专门处理工业废水，或同时处理少量生活污水的处理设施产生的污泥，可能具有危险特性，应按《国家危险废物名录》、国家环境保护标准《危险废物鉴别技术规范》和危险废物鉴别标准的规定，对污泥进行危险特性鉴别。”那么，之前从几位工作人员口中，记者了解到，这一处废水处理系统，需要接受大量工业废水，也就是说，从这里出来的污泥很有可能属于危险废物，一旦处置不当，很有可能对环境造成严重的二次污染。
污泥从回用水厂运出后，居然直接运到了土场倾倒
这间回用水厂所产生的污泥究竟如何处置呢？车间一名工作人员告诉记者，是往大坑里面倒，有时候一天能倒两三车。这样的说法着实让记者大吃一惊。记者了解到，目前南京市主要根据污泥特性，送往具备资质的电厂进行无害化焚烧，或是建材厂无害化处理后进行二次利用，进行建材制作等，并且在运输、贮存过程中需要全程监控和管理。规定如此之严格，污泥怎么能往大坑里面倒呢。为了核实工人的说法，记者决定对这辆车牌号为苏AG4299的车辆进行跟踪。
在大约等待了两个小时后，这辆大货车终于缓缓驶出厂区。记者发现，驶出厂区后，这辆大货车开得很慢，似乎是非常警惕。这辆车几乎是开一会，就会靠边停上一会，似乎就是为了观察后方是否有车辆跟踪。直到沿工农河路上了宁马高速，似乎才放松了警惕。

为了防止打草惊蛇，记者只有在门外进行守候。大约十五分钟后，这辆车便又从弃置场内行驶出来。此时，这辆车竟然已是空载状态。那么，原本车上运输的污泥去哪儿了呢？随后，为了进一步核实情况，记者从弃置场的后山徒步进入内部，果然在这里发现了一处倾倒地点。这是一片空旷的场地，记者在现场看到了大量的黑色污泥裸露在地上，散发着阵阵恶臭，其中有一堆还散发着热气，似乎是刚刚倾倒下来的。
为了确定这一倾倒污泥的行为，记者决定再次进行一番探访，17日早晨5点左右，记者再次来到了梅钢能源环保部回用水厂，在蹲点守候了几个小时后，终于，上午10点左右，一辆红色的渣土车驶入厂区，将车倒进了污泥脱水间，开始装污泥，从车牌号看，依旧是那辆“苏AG4299”的渣土车。在装完污泥后，这辆车似乎并没有走的意思，一直到近11点，这辆渣土车才缓缓驶出厂区。依旧是上一次的线路，大约四十分钟后，这辆车再次出现在那处弃置场门前，进入弃置场。这次记者进入弃置场，目睹了这次倾倒行为。
周围市民告诉记者，如果这些污泥属于环保部门定性的危险废弃物，那么将对当地环境造成严重的二次污染。后期这样的行为该如何处罚，已经倾倒的这些污泥又该如何处理？扬子晚报记者将继续关注。
