　　2016年6月12日，卫生院院长徐某等人与贺正平再次就此事协商未果，贺正平决意杀人泄愤。当天中午，贺正平到岳家桥镇信用社对面一商店内购买了一把单刃尖刀，当晚住在岳家桥镇卫生院附近一旅社，并在旅社里又写下一份遗书。

　　据了解，贺正平在遗书中称，他认为在益阳市中心医院住院少报销10%的医疗费，是岳家桥镇卫生院的责任。他表示要做“强者”，“我的存款捐给益阳市赫山区和资阳区的残疾人，也可给孔某一点，让孔某‘高兴一辈子’。”

　　益阳市赫山区岳家桥镇卫生院分管医疗业务的副院长谢某证言显示，贺正平因患肺气肿在岳家桥镇卫生院住院，两天后要求院方派车送他到益阳市中心医院治疗。医生认为他的病情不是特别严重，建议他转至益阳市第三医院治疗，贺正平不同意就办理了出院手续。

　　谢某说，根据赫山区医保规定，患者报销住院治疗费用，区外住院的要由患者自己到区医疗保险管理所开具申报表，卫生院对贺正平一事没有任何责任。
