　　天价手机号再次引发行业关注。北京商报记者日前多方调查发现，如今手机靓号的卖号、过户、收号已出现一条龙服务，背后已形成一条完整的灰色产业链，按照号码的不同等级，手机靓号最便宜的几百元，价高者甚至达几十万元或上百万元，“号贩子”赚得盆满钵满的同时，市场秩序也被搅乱。

　　天价

　　北京商报记者调查发现，市面上，手机靓号大致分为4种：连号、交叉号、生日靓号和情侣靓号，4种靓号又按照基础运营商和虚拟运营商、连号位数、销售平台等因素价格不一。

　　连号分为两种，一种即一个手机号码中有多个同样的数字，如“1XX5555XXXX”。在淘宝一家名为“联通新思维通信专卖店”的店铺中，以1555555开头的号码，价格都在2500-3500元之间；全号有7个“5”的号码（不连号），价格在590-1200元不等。连号越多，价格越高，该店个别号码的价格为几十万元，以1555555后面是4个连号为例，价格已经飙升至45万元。在一个名为“手机靓号”的QQ群中，北京商报记者在一个商家的报价单上看到，一个“1XX99991111”的福建泉州移动号码，标价为25.5万元，另一个“1XX99999999”的号码，价格飙升已达到558万元。

　　此外，情侣靓号也分为两种。一种是根据号码的数字音译形成的情侣靓号，如尾号8位数为“13142534”，淘宝店家以号码音译意思为“一生一世爱我生世”为由，将号码标价590元。另一种是两个手机号码除了尾号其他数字都相同的号码，在上述QQ群中，北京商报记者看到一位黄牛的标价单上标注：13666226611与13666226633两个号码售价分别为1.8万元和1.68万元。

　　暴利

　　按照知情人士的说法，手机靓号是个“暴利”的行业，从事这一行业的人也靠着炒作“发家”。据一位从事手机靓号炒卖的黄牛透露，2000年前后做手机靓号的人，身价早已经过亿。最近几年，随着运营商监管趋严，手机靓号的利润空间被压缩，从事手机靓号炒卖的黄牛，每年利润约十几万元，资金实力雄厚的手机靓号黄牛，一年仍旧会有几百万元的利润。

　　上述从事手机靓号炒卖的黄牛介绍称，所谓运营商的监管，其实是最低消费、预存话费等各种政策的限制，如一个靓号每月消费不能低于500元，办理卡号时要预先交3000元话费，分两年返还等。由于工信部要求电信业务经营者不得向用户收取选号费，所以运营商并没有获得这部分利益。

　　据悉，运营商的监管可以从部分靓号的购买条件看出端倪。在京东商城，虽然没有动辄上万的号码标价，但购买靓号需要预交话费。如带AAAA的号码需要预交2400元花费，合约期为20个月，每个月还要交5元会员服务费，合约期内，如果没有达到最低消费标准，就会被按照最低消费标准扣费。上述淘宝店也有一些绑定套餐出售的靓号。如1555522ABAB号码，月消费82元可打136元套餐，另有号码是使用刚开始的半年套餐固定，半年后可以自由修改套餐。

　　资深通信专家项立刚指出，手机靓号的利益链条大致分为三个环节：运营商通过预存话费和最低消费等手段将号码批给代理商，代理商通过少量加价再把号码卖给下一级代理或者黄牛，下一级代理在之前的价格之上再加价将号码卖给消费者或黄牛。每转手一次，价格就在原来基础上增加一些，转手越多，最后到用户手里的价格越高。

　　一位从事手机和号码买卖的老板向北京商报记者介绍，靓号自上世纪90年代手机出现开始流行，那时最贵的号码约几万元。如今，靓号价格至少比十几年前高出了五六倍。“炒号热”在人们进入2000年后很长一段时间内趋于平静，近期靓号重新受到追捧，售价疯涨，一方面与智能手机、4G网络的普及有关，人们为了上网而更换号码；另一方面，也与一些人想通过爆炒手机靓号牟利有关。对于“号贩子”来说，除去购买号码和养号的花费，几百万元的号码对于他们来说收益颇多，行业暴利可见一斑。

　　真空

　　除了上述利益链条所提到的运营商和代理商，手机靓号还有以下两种获得途径：一种是“号贩子”从靓号回收渠道拿到的。产业观察家洪仕斌表示，此前，运营商对手机靓号强制推行最低消费后，有一些消费者放弃了自己的手机靓号。黄牛趁机在网上开设靓号回收平台，按照不同的等级支付给消费者不同的价格，再将回收来的靓号过户到自己或朋友名下。

　　另一种渠道比较隐蔽。市场上存在一些盗号团队，他们可以通过扫描三大运营商所有号段的靓号，检测出停机或被销掉的靓号，然后立刻找到运营商申请这个号码。

　　“天价手机靓号的市场现象在一定程度上扰乱了电信市场秩序。”洪仕斌说。然而，谁来为这种行为负责呢？

　　据《电信条例》和《电信网码号资源管理办法》规定显示，禁止电信运营商“向用户收取选号费”和“以任何方式限定电信用户使用其指定的业务”。法规对作为电信业运营主体的三大运营商做出了规范，三大运营商也确实没有高价出售靓号。有相关人士质疑，在营业厅从来没有看到过靓号，运营商很可能私下将靓号与“号贩子”做了交易。对此，北京商报记着分别联系到三大运营商相关负责人，截至发稿前，三方都未做出答复。

　　项立刚则认为，从明面上来看，三大运营商并未收取选号费，号码批给代理商后，靓号的买卖就是纯粹的市场行为，除非通信服务出现质量和胡乱扣费问题，三大运营商并没有义务去监管代理商和“号贩子”加价卖号的现象。

　　“靓号产业链上的最大‘蛀虫’就是这些倒卖靓号的第三方代理商或‘号贩子’。” 独立电信分析师付亮如是说。现有法律法规只是对三大运营商做出了规范，却没有对第三方号码交易环节做出规定，这个环节处于监管的真空地带。
