  因为绝大多数中小企业都没有出口经营权,所以,大龙网开展“渠道通”建设,为他们提供货款回收、出口退税等一条龙服务。大龙网财务负责人介绍:“现在中小企业的出口订单激增,还用传统出口退税申报方式,肯定没法做。现在使用了重庆市国税局的跨境电商网上退税系统,我们网上填报,自动完成和海关电子口岸信息的比对,整个流程可压缩到7天以内,成本进一步降低。”


  “这样一来,我们解决了海外中小型线下零售商、线上网商、中小批发商、专业买手四类渠道商跨境采购成本高、采购占用过多资金等阻碍,能实现中国优质产能和海外需求的有效对接。”朱福兴介绍说。


  “第一次只是试试看,没想到效果挺好。以后,我们还要有针对性地为迪拜市场服务。”生产移动电源的重庆芸众科技有限公司相关负责人介绍。


  目前,已经有3万多家中小企业开始像芸众科技一样试水“走出去”,其中有5000多家企业的产品已经进入海外市场。广东中山一家企业的LED灯具在越南等国实现了批量销售,销量不断走高;山东青岛生产的打气筒、钢丝刷、活扳手等在阿联酋深受好评;来自江苏苏州的婚礼手套、绣花筒裙、花篮等婚礼产品在加拿大广受欢迎,一些品类还卖断了货……

  借“网”连通了“新丝路”


  浙江省湖州市吴兴区织里镇,这座“中国国际童装之都”有近万家童装企业,童装销量已占到国内近半壁江山。


  5月8日上午,记者来到镇上一家名叫布衣草人的童装企业时,只见工人们正在赶制一批新款童装,目标客户是千里之外的意大利。


  “通过跨境电子商务,我们把童装沿着‘一带一路’卖到了欧洲和东南亚。”企业负责人马伟忠告诉记者,布衣草人跨境电商销售额目前日均1500美元,产品出口10多个国家和地区。


  2015年,马伟忠开始思索如何凭借电商这一“云端市场”打通国际销售渠道。然而,会说英语不到10句的他,想洞悉国际市场不仅“语塞”而且“路盲”。“后来发现不用担心,市里搭建了一系列跨境电商服务平台,提供了很多有参考价值的信息,并根据企业需要开展相关培训。”2015年10月,布衣草人在亚马逊上线,一周不到就出口了200套童装。


  “我参考了各大平台上的供求信息,分析‘一带一路’上不同国家的市场情况来设计产品,取得了很好的效果。”马伟忠告诉记者,政府部门还帮助牵头协调解决了企业跨境结算的问题,“原本通过第三方企业手续费较高,现在打通了专业金融机构渠道,单笔结算不论金额大小只收40美元。”


  近年来,湖州市吴兴区打造了中国首个县区级的国际电子商务应用平台——吴兴国际电子商务应用平台,并设立了一路进出口有限公司,专门服务中小型童装企业出口。吴兴区商务局工作人员焦晨康说,目前该区通过各平台培育的跨境电商企业已有100余家,其中80%为童装企业,单月出口额超1000万元。


  “‘一带一路’建设为我们传统产业的企业打开了新思路。”马伟忠说,希望今后服务平台能建立跨境电商的大数据库,根据数据分析推出更为精准的扶持政策。
