南都讯昨日广州入夏第一场暴雨来得急来得猛，把市民浇了个措手不及。人还能躲能跑，不少车可就“泡汤”了，其中不乏豪车。而对于番禺区大罗塘村的珠宝老板来说，豪车被泡已经不算什么了，昨日大水冲进珠宝城，他们的珠宝都不知道损失多少。
几百台豪车遭水浸
昨日，在距离地铁3号线市桥站3公里的大罗塘村，番禺第二届珠宝文化节正进行到第三天，不少珠宝老板的车都停在这里。昨日上午一场突如其来的暴雨，让大罗塘银平路两侧的低洼地区顿成水塘，番宝联珠宝城、金俊汇珠宝城都被大水冲入，商场外的停车场更成了一片泽国，宝马、凯迪拉克、奔驰等豪车被悉数泡在水中，动弹不得。
昨日下午4时，南都记者赶到现场时水已经退去，番宝联珠宝城外，穿着高雅端庄的店员正光着脚打扫珠宝店，清扫出一大批精美的绒布珠宝包装盒、广告宣传单等。
番禺大罗塘地区集聚了300多家珠宝首饰生产加工企业和逾2000家销售经营珠宝首饰工商业户，其设计生产的珠宝号称占全球市场份额约三成，在港澳珠宝市场的占有率已超过7 0 %。素有“世界珠宝，番禺制造”的美誉，这片前店后厂式的珠宝产业区也是当地水浸的重灾区。
双十一彩宝销量冠军的著名珠宝电商品牌米莱珠宝刚好在大罗塘，该公司负责人刘文辉停在番宝联珠宝城外的一台红色宝马Z4被淹及车顶。他坐在车顶的图片被放上朋友圈，引起众多网友转发。
“我这台不算什么豪车，才六七十万，还有大把豪车被淹了。”刘文辉说，由于大罗塘正在举办第二届珠宝文化节，不少珠宝老板都把车开过来了。据多名珠宝老板表示，当时被泡的车有凯迪拉克、奔驰、宝马等等，粗略估计有好几百台。
整盘的宝石漂浮起来
让珠宝老板们更心疼和着急的，还不是豪车被泡，而是大水冲进珠宝店造成的珠宝损失。据了解，大罗塘除了批发珠宝成品以外，还批发大量珠宝原料和生产设备，一些细小到几分的碎钻、彩色宝石当时就存在珠宝城的饰柜和保险柜内。在番宝联珠宝城内批发宝玉石原料的黄先生说，当时整盘的宝石在柜内漂浮起来，到底有没有冲走、冲走了多少宝石，仍在清点中。
“没想到大水来得这么快，刚好周日我在家里，赶回来就成了这样。”珠宝老板黄先生一脸的无奈，清理积水和被泡坏的包装物料后，他立即给客户打电话告知近期无法发货。据悉，由于珠宝的包装和展示的物料都比较贵，据估计一家珠宝城的损失就达到好几十万元。
在金俊汇珠宝交易中心，一台台私家排队被拖车拖走。负责拖车的梁师傅表示，他们公司5台拖车已经全部出动，下午在大罗塘就拖走了20多台坏车。金俊汇珠宝老板方先生无奈地说，自己的宝马也遭水泡了，但更让他无奈的，是才进行到第三天的珠宝节商场就发生了水浸，损失无法估量。

省气象台：本次特大暴雨历史罕见，前期强降水信号征兆不明显

广东省气象台首席预报员林良勋介绍，本次特大暴雨历史罕见，前期强降水信号征兆不明显。
初步分析，本次特大暴雨主要是因为来自海上偏东和偏南暖湿气流突然北上，在广州北部交汇，生成加强并向周边发展，缓慢向东南偏东方向移动，严重影响花都、增城、黄埔、广州市区、番禺、南沙、东莞、清远清新、河源东源、佛山南海和三水，其中花都、增城、黄埔出现了历史上特大暴雨，主要强降水时段发生在2时-7时。
林良勋介绍，昨天强降水属于暖区暴雨，这种暴雨非常异常和突发，这种降水往往降雨强度大，其次发生得非常突然，另外不会有太大范围降水，很容易造成局地内涝，甚至山体滑坡，泥石流灾害。
平时冷暖空气交汇产生的暴雨预报都很准，这是因为从蒙古国、内蒙古、华北、华中，从北到南都有大量的观测点，可以实时跟进，这方面的研究会比较多，掌握这种降水的规律就会多一些，预报的成功性就会大很多。而昨天这种属于暖区暴雨，来源于海上的系统就很难做出准确的判断，这是因为海上的资料非常有限，对暖区突发性暴雨机理还没有百分之百搞清楚，只能靠临近时的监测，很难提前两三天报出来，同时也缺乏海上观测资料的佐证，规律性摸索有待进一步加强。
广东省气象局目前在龙门建设了云降水物理试验基地，增加这方面的观测和研究，把研究的成果来指导预报员怎么改善自己的预报能力。
白云一露天停车场变游泳场，几十辆汽车遭浸泡
车辆被泡 该不该向停车场追责？
突如其来的大雨让不少停车场遭了殃。花都、番禺、白云等地均有车主向南都记者反映车辆惨遭浸泡的情况。白云区的唐先生从3月份以来一直把车停在石井镇升平广场的露天停车场内，不想7日早上停车场变成游泳场。
唐先生称，3月开始，他通过停车场保安每月交月保费400元，每天把自己的上海大众车停在升平广场的露天停车场。7日早上8点左右发现停车场的五六十辆汽车被淹。“积水将近一米左右深”，唐先生的车不仅外部受到浸泡，车内淹没至挡位，座椅都难以幸免。记者从唐先生发来的现场图片和视频可以看到，停车场积水高至成年人的腿部，多辆小车在水中如漂浮一般。“停车场地面位置本来就比较低，旁边还有一条河，降雨加上河水倒灌，就成了这个样子。中午12点后积水退却，但一直也没见谁来抽水”。
唐先生告诉记者，从昨日早上至下午，并无停车场负责人过来对几十辆车给个说法。现场的保安人员称不知道被淹的车怎么解决，不清楚老板在不在。唐先生说，“现在这个情况，停车场该不该负责任呢？”因为自己不清楚停车场归谁管理，当时交月保只有收据，没有签订合同，也没有停车场人员的联系电话，最后只好先去报保险，拖车过来拖到4S店估算损失。随后，经4S店查看，他的车基本断定为波箱进水，具体还得拆开看里面，算下来维修费用3000-1万元。
广东胜伦律师事务所黄梦燕律师认为，具体还要看车辆被淹是否和停车场排水管理有关联。正常来讲，因暴雨追究停车场的责任可能比较难，除非能明确停车场有重大的过错。唐先生和停车场之间没有签订合同，即使有合同，一般类似暴雨、台风等因素会在合同注明属于“不可抗力”因素，不是双方的原因，互不追责。

7年前的车库被淹官司
2010年5月7日，广州同样遭暴雨袭击，数十个地下车库被淹，1409台车辆受淹或受到影响。其中天河区地下空间受淹情况最为严重，有24个停车场1139辆车受淹，由此引起不少车主和物业公司之间的诉讼。其中，天河区中海康城物管及开发商地下停车场因300多辆小车遭浸被36名车主告上法院。2011年法院宣判，认为因不可抗力可免除中海物管的部分责任，但鉴于其未能尽到审慎的注意义务等，判决其承担20%的赔偿责任，即赔偿36名车主共计73.5万余元。
据广东省保监局当时公布，截至2010年5月11日，广东保险业共接到近日暴雨灾害涉及车险报案数18240件，初步估计损失金额1.7亿元。

广州要求做好强降水防御工作
广州市委、市政府高度重视“5·7”强降雨防御工作，广州市委书记任学锋、市长温国辉均作出指示，要求各级各部门要以保障人民生命财产安全为首要任务，切实履行防汛责任，做好强降雨各项防御工作，尤其做好山洪地质灾害和城乡内涝防御工作。
广州市副市长、市三防总指挥部总指挥马文田坐镇市三防会商室，指挥、部署江河洪水、暴雨内涝防御工作；分别与花都、增城、黄埔、白云、从化五区视频联线，指导各地做好防御工作措施落实。
未来天气

●气象部门表示，预计8日受新一个系统影响，广州还会有大雨局地暴雨，除了降水以外还可能出现强雷电，不排除还会有雷雨大风的现象。广州已经进入了强汛期，市民外出需做好防御。
