观海解局（微信ID：guanhaijieju）记者梳理发现，近年来小官巨腐案件频发，引起社会的广泛关注，尽管这些所谓的“小官”官级不高，但是敛财手段却十分高超，涉案金额动辄上千万甚至过亿元，超过苏荣1.16亿的受贿金额。
记者发现，这些小官大多是通过拆迁、侵吞集体资产、大发煤炭财等手段敛财，还有一些人掌握着基本公共资源，他们则通过吃拿卡要、滥用权力获得贪腐资金。
一把手“独断” 挖空集体资产
近些年来，一些名不见经传的基层小官，尽管级别较低，但是但由于实际上担任具体的领导工作，有些人竟可以动辄贪腐千万元甚至上亿元。
据《安徽商报》近日报道，位于安徽省淮北市南郊的烈山社区原是个资源丰富的富裕村，但村党委书记刘大伟却一手遮天，一步步“挖空”集体资产，把烈山村从一个有名的富裕村变成了贫困村。
据报道，刘大伟的资金累积主要是通过友谊二矿，在他做矿长期间正是煤炭发展的黄金时期，大部分资金都是他一人说了算，矿厂的关键岗位也全部是家族成员，别人无从插手，使集体的矿几乎成了自家的矿，很多时候卖煤都不开收据。前几年行情好，一吨煤能卖1000多块钱，但刘大伟多次借口“不挣钱”不往村集体交钱。
另外，刘大伟还把持村委会，形成“独断”。据中纪委消息，刘大伟多年来逐步走上村党委书记岗位，他无视组织纪律把持了村委会。烈山社区一名村委委员介绍，刘大伟在班子里“绝对独断”，大事小事“一言堂”，还养了一帮打手，谁敢提意见就整治谁。2014年听说有人查他，竟然解散了村委会。导致班子成员都回家了，去年才陆续回来。
在刘大伟落网后，烈山社区村民拉起横幅庆祝，全村10个村民组敲锣打鼓、放鞭炮燃烟花庆祝。
科级干部拒升迁 利用征地贪腐近千万
小官巨贪案例频频爆出，除刘大伟这类乡村“一把手”外，部门中的一些重要岗位也能利用职务的便利疯狂敛财，广州市土地开发中心土地整理部原副部长黄华辉就是一个典型。

另据报道，黄华辉还从旧村改造中“敛财”，他通过提前获悉政府改造城中村的计划，与村干部谈条件购买宅基地，待改造时获取政府巨额赔偿金，并通过加建层数、住改商等，将政府补偿金的获利金额达到最大化。
小科长“深根”煤焦领域 在京琼有38套房
山西蒲县原煤炭局长郝鹏俊贪腐案是山西省煤焦领域反腐败案件的一起典型案件。

央视报道，郝俊鹏在北京、海南的黄金地段拥有多套房产。而山西蒲县检察机关发现，郝鹏俊个人的资产是蒲县2010年确定的全县一般财政预算收入目标数值的两倍。
专案组在他家查获的3.05亿元违规违纪资金中，包括在北京、海南等地购买的房产38处，仅北京35套房合同房价款就高达1.7亿元；郝鹏俊本人及其亲属的存款1.27亿元。 2010年4月15日，郝鹏俊被判处有期徒刑20年，夫妇二人还被判处1.7亿元的巨额罚金。

据一名政府工作人员说，马超群以停水来要挟相关单位在本地早已是公开的秘密。除了上述酒店，被传索贿的还有房地产公司等。不仅企业，连当地的公园、汽车站、医院和中国公安部门都曾被停水。
央媒：遏制小官巨贪需规范“微权力”运行
马超群案件曝光后，河北省纪检机关曾表示，这些所谓的“小官”，有的掌握着特殊资源，比如供水、国土、教育等，有的控制着垄断行业，比如车管、医保、电、气等，有的是一把手，在所辖区域和行业“具有绝对的权力”，时刻面临着各种诱惑腐蚀。
