被告人王某系吉林一无业人员。为骗取钱财，2015年10月始，王某在网上联系一网友，让其制作开设了一网站，负责后台技术支撑。网站主要有“同城交友”、“交友中心”、“美女主播”等页面。后王某又在网站发布广告招收推广站长和美女主播，将“同城交友”注册页面链接发给推广站长，让其外挂在QQ游戏等进行推介，网民客户就通过注册进入“交友中心”，再进入“美女主播”页面和充当美女主播的键盘手聊天，键盘手以有裸聊和上门服务等虚假内容引诱客户充值消费，客户充值后通过支付链接转账骗取钱财。后王某招聘黄某做推广站长。王某通过QQ与黄某联系，黄某在互联网购买大量QQ账号，通过外挂软件挂机QQ游戏视频斗地主，将QQ账号资料修改成“裸聊”等词汇，网民点击注册后进入推广的网站，按提示需要充值才能享受裸聊等色情视频服务，充值金额为10、298、600、888元等不等，而实际上充值后并无其所宣传的视频裸聊服务。黄某不断更换网站域名和QQ账号推广其网站，与王某按约定的网民注册充值金额分成。
