科技自媒体“月光博客”的博主龙威廉告诉澎湃新闻，对于外资企业或跨国公司来说，根据早先的规定，外资企业在华开展业务，相关服务器和存储设备必须存放在中国境内。
“如果按照新版域名管理办法，外资企业必须将域名转入中国才能提供解析。”龙威廉说。
澎湃新闻查阅到，淘宝、百度、网易、微软、苹果等诸多知名公司的网站域名都注册在国外，由境外域名注册服务机构提供服务。

在IT分析师姜伯静看来，之所以推出三十七条新规，“一是彻底截断那些在海外注册的不良网站或者其他危险网站。二是推广中文域名。三是，如果海外机构想发展国内业务，那最好和国内合作。”他告诉澎湃新闻。
龙威廉认为，强制要求境内企业网站须境内管理域名的可操作性不强。“域名放在国外安全可靠，可以防止被黑客攻击。国内域名的安全性太差，经常被黑客攻击。”
MARKMONITOR和NETWORK SOLUTIONS是国外最专业的两个域名管理网站。公开资料显示，MarkMonitor是一家专业的企业域名托管公司，托管着不少世界上顶级的互联网公司和世界500强的域名。
国内的域名注册服务机构有阿里巴巴集团旗下的万网、厦门易名科技股份有限公司、三五互联科技有限公司等。
龙威廉担心，中国域名注册商主要是万网提供，迁移域名到国内，可能导致国内互联网企业的网站被阿里巴巴所控制。2011年，由万网提供域名注册的慧聪网遭到投诉后，被万网暂停解析长达数小时，之后慧聪网对外推出“反万网霸权”网站，指控其行为越权。
4月25日前，公众可以通过国务院法制办公室网站(zqyj.chinalaw.gov.cn)等渠道提供反馈意见。
可查的公开资料显示，《互联网域名管理办法》修订工作的启动至少可以追溯到2013年。据新京报，工信部部长苗圩表示，2013年中国将强化互联网行业管理，修订域名、IP地址资源管理办法，提高网站备案管理工作水平，继续净化网络环境。
