好消息是,根据目前自1960年代以来,从非洲、加拿大到印度都有过的实证研究,“无条件基本收入”确实可以帮助穷人翻身,让孩子受教育,让为生计奔走的父母腾出手来做小生意,甚至减少酗酒问题。而对富有国家来说,如果仔细使用,也可以有效降低社福支出。
