超级富豪时代:成为富豪后不想富都难

该报告认为,近年来,全球不平等危机有增无减:2015年以来,世界最富有的1%人口所拥有的财富量已经超过了全球其余所有人口的财富总和,而当今世界财富的8个顶尖富豪所拥有的财富,相当于全球相对贫困的那一半人口的财富总和。

乐施会在报告中按照净资产大小,为全球最富有的8个人排了序,他们分别是:

报告指出,无论以哪种标准衡量,我们目前都生活在一个超级富豪的时代:针对所有净资产超过10亿美元的超级富豪们,乐施会进行过综合分析:在2016年福布斯(Forbes)榜上有名的1810位亿万富豪中,89%为男性,他们所拥有的财富总和高达6.5万亿美元,相当于世界财富底端70%人口的财富总和。

当然,有些亿万富豪的财富源自努力和才干,但是亿万富豪们的财富中约有1/3来自于遗产继承,还有43%则与裙带主义(cronyism)息息相关。在未来20年中,还将有500位富豪将其财产移交给自己的继承人,总价值高达2.1万亿美元。

随后,一旦财富被累积或获得,它就能生发出自身的动力:譬如超级富豪们有足够的经济实力去购买最佳投资建议。自2009年起,超级富豪们所控制的财富每年以11%的速度增长。这个累积率是普通储户远远难以企及的。通过对冲基金或堆满艺术品和古董车的仓库等方式,高度保密的资产管理行业长期以来致力于为超级富豪们财富增值,而且做得极为成功。

报告称,虽然比尔·盖茨的慷慨捐助一直以来备受赞誉,但自从2006年离开微软公司后,其财富依然增长了50%(约250亿美元)。

如果亿万富豪们持续保持如此高额的回报率,不难预见在25年内地球上将出现第一位“万亿富豪”。该报告写道:“在这样的环境下,如果你已身为富豪,那想不变得更富都很难。”

余下的99%怎么办?

2014年1月,乐施会计算出全球最富有的85个人所拥有的财富相当于财富底端一半人口资产的总和。其依据是福布斯富豪榜中所列富豪们的净资产数据、瑞士信贷的全球财富分布数据。

过去3年间,乐施会一直在跟踪这些数据来源,以描绘全球财富分布的变化情况。根据瑞士信贷2015年10月的报告,全球最富有的1%人口所拥有的财富量已经相当于其余99%人口所拥有财富的总和。

今年,乐施会则发现全球财富底端50%人口拥有的财富比以往估算结果更低。瑞士信贷每年都根据获取到的更新、更准的数据来估算全球财富分布情况。据其最新报告,贫困人群所负担的债务更重,而且处于全球收入底端30%~50%人口所拥有的资产数也更少了。据估计,财富底端50%贫困人口所积累财产在财富总额中的占比去年为0.7%,今年降至0.2%。

底层财富缩水的原因可以从劳动力构成中得到部分结果:全球工资的差距正在不断加大。在新兴经济体国家中,低技术部门的工资始终落后于生产力的发展;而在不少富裕国家里,此类工资则呈现停滞不前的状态。与此同时,财富顶层人士的工资却一直在节节攀升。

在伦敦富时指数100强公司中就职的任何一位企业首席执行官,其年收入都相当于1万名孟加拉国服装厂工人年收入之总和。而又如印度最大的信息企业的首席执行官薪水,是其公司普通员工的416倍。

其中,发达国家的工资不平等状况更为严峻,这也是造成收入不平等的最主要驱动力。而在那些不平等状况有所缓解的国家中,情况得以改善的原因正是底层人口实际收入获得强劲增长。以巴西为例,从2001到2012年间,底端10%人口实际工资的增长速度超过了顶端10%人口。这要归功于进步的最低工资政策。

而在不断扩大的收入差距中,如果一定要评价谁赢谁输,该报告指出其间存在着重大的性别差异——女性更可能处于收入分配的最底端。

纵观全球,妇女在劳动力市场的参与程度几乎比男性低27%:中东和北非仅有1/4的女性进入劳动力市场;在南亚,这个数据为1/3,而该地区男性参与劳动力市场的比例达到3/4。而一旦进入劳动力市场,妇女就比男性更有可能从事不受劳动法规保护的工作,而且女性在正规就业中的收入水平长期以来也低于男性。

该报告提出,需要一起创建新的社会共识,认同应设计一种新的经济模式,其首要目标是造福于99%的民众,而非1%的富豪。

譬如,需结束财富的极端集聚,终结极端贫困。富豪们应当合理地为社会做出自己的贡献,不应依仗特权逃脱责任。该报告提出,期待看到富人们支付合理的税额:应提高富豪及高收入人群的应纳税率,确保一个更加公平的竞争环境,并彻底制止超级富豪们的偷逃税行为。

同时,应主张性别平等,确保男女两性在生活中拥有平等机会,都能过上充盈的生活。阻碍妇女进步的障碍将被彻底清除,包括接受教育、获得医疗卫生服务等。女性在社会中的角色将不再由社会既定规范来决定,特别是无报酬家务劳动将会被承认、被减少及被重新分配。
